An Act relative to public safety and active shooter situations.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1. Chapter 6C of the General Laws is hereby amended by adding the following section:-

Section 77.  (a) As used in this section, “Public transportation building”, shall mean any building, structure or terminal accessible to the public for the purpose of travel by air, train, boat or otherwise, that services a high volume of people each day for said purpose, as designated by the Massachusetts Department of Transportation in consultation with the Massachusetts Bay Transportation Authority, and the Massachusetts Port Authority, as herein provided.

(b) Any public transportation building in the commonwealth from time to time designated pursuant to this section, including but not limited to Logan Airport, Cruiseport Boston, South Station, North Station and Back Bay Station, shall be equipped with an active shooter gunshot detection and alerting system. 

(c)The Massachusetts Department of Transportation, in consultation with the Massachusetts Bay Transportation Authority shall designate high volume public transportation buildings under their authority and control that shall be equipped with active shooter gunshot detection and alerting systems pursuant to this section, in addition to those designated herein, and shall biennially make additional designations as necessary of any additional public transportation buildings that shall be equipped with such systems.  The Massachusetts Department of Transportation and the Massachusetts Bay Transportation Authority shall install and maintain such active shooter gunshot detection and alerting systems in any public transportation buildings under their control designated herein or by said department, in consultation with said authority, pursuant to this subsection.

(d) The Massachusetts Port Authority shall designate high volume public transportation buildings under their authority and control that shall be equipped active shooter gunshot detection and alerting systems pursuant to this section, in addition to those designated herein, and shall biennially make additional designations as necessary of any additional public transportation buildings that shall be equipped with such systems. The Massachusetts Port Authority shall install and maintain such active shooter gunshot detection and alerting systems in any public transportation buildings under their control designated herein or by said authority pursuant to this subsection.

(e) The Massachusetts Department of Transportation, the Massachusetts Bay Transportation Authority, and the Massachusetts Port Authority shall annually certify that public transportation buildings designated herein or by said department or authority are properly equipped with working, active shooter gunshot detection and alerting systems as required by this section.

SECTION 2. The Massachusetts Department of Transportation in consultation with the Massachusetts Bay Transportation Authority, and the Massachusetts Port Authority shall designate public transportation buildings that shall be subject to the active shooter gunshot detection and alerting system installation requirement pursuant to section 77 of chapter 6C of the General Laws not later than January 1, 2018, and shall install such active shooter gunshot detection and alerting systems in any public transportation buildings so designated, or designated in said section 77 of said chapter 6C, not later than June 1, 2018.
