To the Honorable House of Representatives,
Pursuant to the provisions of Article II, Section 8, Paragraph 1, Clause (2) of the Amendments to the Constitution, as appearing in Article LXXXIX of said Amendments, I am filing for your consideration the attached legislation entitled, “An Act Requiring Candidates for Mayor and Council in Framingham to Adhere to and Report in Accordance with Section 19 of Chapter 55.”
The Framingham Board of Selectmen requested that I file this special legislation on behalf of the Town of Framingham.
As Framingham shifts from a town to a city government, this legislation requires the candidates for mayor and council in Framingham, and any committee formed that is related to those offices, to designate a financial institution as a depository for campaign funds and comply with related reporting laws regardless of Framingham’s population size.
I urge your immediate and favorable consideration of this bill.

An Act requiring candidates for mayor and council in Framingham to adhere to and report in accordance with Section 19 of Chapter 55.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. Notwithstanding any general or special law to the contrary, candidates for mayor and council, and any committee formed relative to these offices, in Framingham shall be covered by section 19 of chapter 55 and required to designate a financial institution as a depository for the campaign funds of such candidate or committee, and make report of its activities to the office of campaign finance in accordance with chapter 55.
SECTION 2. This act shall take effect upon its passage.
