Chapter 111 of the General Laws is hereby amended by inserting after section 56 the following section:-
Section 56A. The department of public health shall promulgate rules and regulations to establish a set of guidelines in relation to the use of products on a newborn infant, in a birth center or birth center facility, that include any of the following chemicals or ingredients: 1,4-dioxane; formaldehyde; fragrance ingredient; nitrosamines; petroleum-based products; parabens; talc; propylene glycol; mineral oil; or triclosan. For the purposes of this section the term “fragrance ingredient" means any intentionally added substance or complex mixture of aroma chemicals, natural essential oils, and other functional ingredient or ingredients for which the sole purpose is to impart an odor or scent, or to counteract an odor.
The department shall also promulgate rules and regulations in relation to such centers or facilities providing or offering as gifts, products containing such ingredients to a parent of a newborn infant.
