To the Honorable Senate and House of Representatives,
Pursuant to Part the Second, Chapter I, Section I, Article II of the Constitution of the Commonwealth, I am returning unsigned House Bill No. 3753, “An Act Authorizing the City of Salem to grant 1 additional liquor license for the sale of wine and malt beverages not to be drunk on the premises.”
This bill permits the licensing authority of Salem to grant one additional license for the sale of beer and wine for off-site consumption to a specified retail establishment located in Salem. Legislation granting that same authorization came before me in January, and I signed it into law which is codified in Chapter 1 of the Acts of 2018. We have learned that the City has granted the liquor license to the anticipated recipient.
To avoid any redundancy or confusion, I am returning House Bill No. 3753 unsigned.
