To the Honorable House of Representatives,

 

Pursuant to Article LVI, as amended by Article XC, Section 3 of the Amendments to the Constitution of the Commonwealth of Massachusetts, I am returning to you for amendment House Bill No. 4616, “An Act Establishing a Sick Leave Bank Keri Volk, an Employee of the Department of Correction.”

Sick leave banks are established to provide much needed relief to state employees who have exhausted all leave time due to serious medical challenges.  Sick leave banks are funded by those employees’ generous colleagues, who contribute their own vacation, sick and/or personal time.  In this case, we have learned that this employee requested the benefit of a sick leave bank to recover from a personal medical condition.  Since the filing of this bill, we have learned that the employee no longer requires leave time for her personal purposes. She now, however, expects the need for intermittent leaves of absence in order to care for her infant child, who is suffering from a health issue.

I, therefore, recommend that House Bill No. 4616 be amended by inserting, in line 5, after the words “by Keri Volk”, the following words:-  to care for her child.
