SECTION 1. Notwithstanding any general or special law to the contrary, no public funds shall be expended to upgrade, repair, maintain, install, or perform any substantially similar work on gas distribution systems used by National Grid.
SECTION 2. Notwithstanding section 116B of chapter 164 of the General Laws or any other general or special law to the contrary, National Grid shall not apply for funds under chapter 90 to assist in paying the costs of the maintenance and improvement its gate boxes located in the streets, roads or sidewalks.
SECTION 3. Notwithstanding any general or special law to the contrary, the department of public utilities shall not permit an increase in the rate for consumer gas or electric distribution, or provide any rebate or rate relief, to National Grid.
SECTION 4. Notwithstanding any general or special law to the contrary, National Grid shall continue to provide health insurance as provided for in its most recent agreement with, and to workers represented by United Steelworkers Locals 12003 and 12012 and employed by National Grid on June 24, 2018.
SECTION 5. Sections 1 to 4, inclusive, are hereby repealed.
SECTION 6. Section 5 shall take effect upon the end of the lock out of workers represented by United Steelworkers Locals 12003 and 12012 by National Grid.
