To the Honorable Senate and House of Representatives,
Pursuant to Part the Second, Chapter I, Section I, Article II of the Constitution of the Commonwealth of Massachusetts, I am returning unsigned House Bill No. 4980, “An Act Establishing a Sick Leave Bank for Rachael Purnell, an Employee of the Trial Court.”
Under this bill, an employee sick leave bank would be created for an individual employee of the Trial Court. When Commonwealth employees exhaust their sick leave because of legitimate, debilitating illnesses, the General Court from time to time permits the establishment of a sick leave bank to support our dedicated public servants in their time of need. Since this legislation was filed, however, we have learned sadly that Ms. Purnell has died. Accordingly, and unfortunately in this instance, this legislation is no longer necessary.
For this reason, I am returning House Bill No. 4980 unsigned.
