An Act to provide home and auto insurance rates be set by the Commissioner of Insurance.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
Not withstanding any rule, law or regulation to the contrary, due to increase in premiums above the cost of living, the commissioner of insurance shall set home and auto insurance rates on an annual basis.
