Section 1. Equity Evaluation
The Fiscal and Management Control board, in partnership with the Massachusetts Bay Transportation Authority and Keolis, or any successor operator of commuter rail service in the Commonwealth, shall submit to the General Court a Fairmount Line Pilot Plan for approval; provided, that such a plan shall include, but not be limited to, the following:--
1.An equity evaluation in accordance with Title IV of the Civil Rights Act and 49 CFR 21 for all considered pilot projects,
2.The impact of all considered pilot projects on transportation service for riders of different income levels,
3.Data on ridership levels, ridership and usage patterns of existing and new riders, and reliance on public transit; provided, that such data many include data or reports collected by independent third-party organizations, and
4.A 5-year strategy for testing the potential pilot projects considered by the Fiscal and Management Control Board for the Fairmount Line.
Section 2.
The Fiscal and Management Control Board shall submit to Speaker of the House, President of the Senate, the chairs of the Joint Committee on Transportation, the House Clerk, and Senate Clerk a plan in accordance of Section 1 of this act no later than September 30, 2017.
Section 3.
The Fiscal and Management Control board shall not approve new transportation service pilots for the Fairmount Line.
