SECTION 1. The purpose of this Act is to allow for the creation of the Onset Bay Discovery Center to be located at a rehabilitated Onset Bathhouse to promote and enhance the use of the waters, shoreline and other natural resource areas of Buzzards Bay for educational, recreational, environmental and other associated purposes.

SECTION 2. Notwithstanding any general or special law to the contrary, the Board of Selectmen for the Town of Wareham may enter into a long term ninety-nine (99) year lease with the Buzzards Bay Coalition, Inc., a Massachusetts nonprofit corporation, pursuant to a previously issued request for proposals under M.G.L. c. 30B, § 16 on file with the Town of Wareham Board of Selectmen, for the lease of the Onset Bathhouse and surrounding grounds located on Onset Avenue, Wareham, Massachusetts, including the design, development, restoration, construction, maintenance, management and operation of the improvements to the Onset Bathhouse and surrounding grounds to be made by the Buzzards Bay Coalition, Inc. in accordance with said request for proposals, which improvements shall not be subject to M.G.L. c. 149, all upon the terms and conditions of the lease to be approved by the Town of Wareham Board of Selectmen.

SECTION 3. This act shall take effect upon its passage.
