SECTION 1. Chapter 6 of the General Laws is hereby amended by inserting after section 116F the following section:-
Section 116G. (a) For purposes of this section, the term “law enforcement officer” shall mean any officer of a municipal police department, the office of environmental law enforcement, the University of Massachusetts or the Massachusetts Bay Transportation Authority police department.
(b) The municipal police training committee shall develop and establish within the recruit basic training curriculum a course to train law enforcement officers in civilian interaction and procedural justice. The course shall emphasize crisis, de-escalation and disengagement tactics and techniques and practices and procedures that build community trust and maintain community confidence.
(c) The municipal police training committee shall periodically include the course in its in-service training curriculum available to in-service trainees and other public safety officers.
SECTION 2. The civilian interaction and procedural justice training course for law enforcement officers established pursuant to section 116G of chapter 6 of the General Laws shall be operational on or before January 1, 2019.
