SECTION 1. Section 3 of Chapter 32 of the General Laws, as appearing in the 2014 Official Edition, is hereby amended by inserting after the words "supervision of prisoners;", in line 272, the following:- "employees of the State Police working as State Police Dispatchers in groups SPD 1, 2, and 3 who have been employed in a such a capacity for 10 years or more;"
SECTION 2. Notwithstanding any general or special law to the contrary the State 911 department shall develop recommendations for a centralized statewide training and certification program, consistent with the requirements in paragraph (g) of section 18B of chapter 6A, in order to create a uniform classification of dispatch employees within the public safety answering points of the Commonwealth. The classification and training should take into account the need for consistent professional skills across departments, employment levels and incentives for possible professional growth, a determination of group classification as described in Section 2 of Chapter 32 for such certified employees, and shall use other state training certification programs such as the Massachusetts Fire Service Certification System as a model.
The department shall report to the chairs of the joint committee on public safety and homeland security and the joint committee on public service its recommendations with drafts of legislation necessary to carry its recommendations into effect, by filing the same with the clerks of the house of representatives and the senate on or before January 6, 2018.
