An Act Sweet 16 Provider Training Act.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

Emergency Preamble-

“Whereas, the deferred operation of this act would tend to defeat its purpose, which is forthwith to consolidate time and expense involved in the administration of Provider Registration, Workforce Certification, Education and Training, therefore, it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience."


Policy to Provide unlimited access, coverage and accommodations to develop and administer Provider Training for All or “Sweet 16 Provider Training Act” Programs- to integrate health and human services education and training to all people, especially at age 16 in High Schools to learn what Health and Human Services is, what a provider is, how to register to become a provider and how to apply for insurance contracts and file insurance claims to get paid for services any person can provide currently like, training student, reimbursable charitable giver, friend, family member who support dependents, retailer, grocer, computer administrator, volunteer, companion, wholesaler, facility executive and other certified professional roles like medical doctor, nurse, physician assistant, surgeon or pharmacist provider that requires additional training, but plays a major role in the lives of others.


1.With this training program certification all enrolled will complete an educational certification seminar, register with an IRS EIN provider tax identifier, register as a specific provider type with the US Office of Health and Human Services, Enroll in a no cost, no premium, no co-pay health insurance as a provider contract applicant and a member health plan. 
2.Once the provider contract is approved by the administrator and a payment for contract will be issued and an additional exercise of direct care will be provided to offer hands on experience with taking member insurance information, providing services, filing a claim with the members insurance, how to succeed in the appeals process and to get paid for the services and facilities provided. 

3.At age 16 all children are to be trained free of cost to register for being a certified payable healthcare provider.
4.The children will take a seminar certifying that they are aware of what a health care provider is or actions that they can conduct and be paid for.
5.The children will be presented and asked to complete with face to face support or online application for NPI, EIN, Medicare or local health insurance member policy and provider contract.
6.The enrolled children will be taught how to complete a claim intake including multiple health services, lab work and supplies including facility use to certify the ability to use electronic billing online and providing administrative data entry coding for provider as a service.
7.The education, certification and licensing of the person as provider and concluded paying NPI provider policy numerated member contract and live health service reimbursement billing will prepare the children for life long payable health service provider skill openly payable by a worldwide portable health payer insurance and government benefit system.
*Registration and certification services include NPI, EIN, Payer contract Provider member, Health Plan Policy Member, electronic billing application member and application for completion of provider training, certification and member enrollment application process.

8.Sweet 16 Provider Training Act Trust and its appointed commissioner is authorized to provide unused and unlimited treasury notes by the treasury on an ongoing basis for the following facilities and services: Provider education, registration and training.
