An Act Supplemental Transportation Utility Act.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

Emergency Preamble-

 “Whereas, the deferred operation of this act would tend to defeat its purpose, which is forthwith to consolidate time and expense involved in the administration of Supplemental Transportation Utility System, therefore, it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience."

Supplemental Transportation Utility Act Trust and its appointed commissioner is authorized to provide unused and unlimited treasury notes by the treasury on an ongoing basis for the following facilities and services:

Policy to provide unlimited access, coverage and accommodations to administer and develop member and provider policy contracts for transporters, drivers, passengers, commercial carriers and suppliers of transportation commerce utilities.

1.Automatic payment system (EZ pass payment account or electronic payment system account) is provided to members and providers to be used to network a system of transportation benefit payments to cover primary and supplemental auto insurance benefits to provide open enrollment to member and provider policies.

*Examples of Supplemental Transportation Utility coverage includes costs of gated or metered parking, car cleaning services, drive thru and miscellaneous food, entertainment, fuel, transportation rental/lease/ownership/dealership/emergency services/driver services and other transportation providers, rest area and overnight care providers.

2.Providers to the Supplemental Transportation Utility Systems enroll providers in provider policy contracts to engage and connect provider benefit services to membership policy holders using the automatic benefit coverage and payment system (EZ pass payment account or electronic payment system account).

3.Member policy provides benefits for all who enroll without charge the cost of transportation, fuel, parking, resting.

4. To be signed into law before May 1,2017 and to take effect on June 1, 2017 [$unlimited]
