An Act Special Elections-Executive orders, benefit enrollment and special order petitions ballots Act.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

Emergency Preamble-

 “Whereas, the deferred operation of this act would tend to defeat its purpose, which is forthwith to consolidate time and expense involved in the administration of statewide special election, therefore, it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience."

Policy to Provide unlimited access, coverage and accommodations to Special Elections for Executive orders, benefit enrollment, appropriations and special order petitions ballots.

Special Election Act Trust and its appointed commissioner is authorized to provide unused and unlimited treasury notes by the treasury on an ongoing basis for the following facilities and services:

1.Special Elections covering Executive orders, benefit enrollment and special order petitions ballots to allow voters to submit voter questions on petition issues pertaining to the local, state and US executive orders.

2.Special filing period for petitions, private rights and appropriations pertaining to-private laws-must include an emergency preamble with name or donation to a name with a stated dollar amount and period of relevance 2years, 4years, 8years or more, ordering for automatic enrollment and request for notification of enrollment in selectable voter benefit providers such as health insurance, housing, utility, education, correction, transportation and other self-employment benefits.

3.Public petitions can be written in as supported, neutral or opposed from a list of pending legislation and new late file legislation or billified legislation can be voted on for support neutral or opposed. 

4.The executive orders cover all voter elections in matters of fiat-private law, war-taking of specified land and water for two or more years, health, science, technology, education, maintenance, religion, safety and prosperity initiatives of home, office and government. 

5.Special order petitions that are voted on will be equal in authorization of law as an executive order of the mayor, town manager, general court, governor, congress and the president of the United States. 

6.The orders will be processed electronically and will be concluded with signed letters of authorization from the executive government official, based on the participating voters and the election their vote pertains to per the voters’ registration.  Their vote will be established into the laws of special elections of the state of Massachusetts and United States Government when applicable.  [$unlimited]
