An Act authorizing the Commonwealth of Massachusetts and city of Boston to enter into an agreement to improve public safety for citizens and businesses in the city of Boston.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1: Not withstanding any general or special law to the contrary the Commonwealth, acting thru the Secretary of Public Safety, and the City of Boston, acting thru the Commissioner of Police, are hereby authorized and directed to enter into an agreement outlining protocols for the concurrent public safety jurisdiction for the city of Boston and its public safety departments on land owned or leased by the Mass Port Authority within the city of Boston. The terms of said agreement shall be concerned solely with the delivery of public safety services for the citizens residing, working and visiting on said property and shall not adversely impact the availability of detail assignments for Massachusetts State Police officers on Mass Port property in the Seaport District.
Said agreement shall be negotiated and executed within 120 days of the passage of this bill.
In the event that the parties cannot reach agreement the Attorney General of the Commonwealth shall appoint a special counsel to assist and mediate with the parties. In the event that an agreement cannot be reached within 60 days of his/her appointment the special counsel/mediator shall issue guidelines which shall be binding upon the parties and constitute the agreement authorized by this bill.
