To the Honorable Senate and House of Representatives,

 

Pursuant to the provisions of Article II, Section 8, Paragraph 1, Clause (2) of the Amendments to the Constitution, as appearing in Article LXXXIX of said Amendments, I am filing for your consideration the attached legislation entitled, “An Act Validating Certain Proceedings of the Town of Hull.”

I am filing this special legislation on behalf of the Town of Hull.

The Town discovered that it had not met the requirements of a certain local bylaw relating to the posting of the warrant for an annual town meeting and special town meeting held in May.  It did meet, however, the state statutory requirement. This legislation would validate all acts and votes taken at both meetings and any action taken pursuant to those acts and votes.

In the One Hundred and Ninetieth General Court
(2017-2018)

An Act validating certain proceedings of the town of Hull.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1. Notwithstanding section 10 of chapter 39 of the General Laws or any other general or special law or town by-law or charter provision to the contrary, all acts, proceedings and votes taken by the town of Hull at its annual town meeting on May 1, 2 and 3, 2017 and at its special town meeting on May 1, 2017 and all actions taken pursuant thereto are hereby ratified, validated and confirmed to the same extent as if the warrant for the meetings had been published and posted by the town as required by law.

SECTION 2. This act shall take effect upon its passage.
