To the Honorable Senate and House of Representatives,
Pursuant to the provisions of Article II, Section 8, Paragraph 1, Clause (2) of the Amendments to the Constitution, as appearing in Article LXXXIX of said Amendments, I am filing for your consideration the attached legislation entitled, “An Act Relative to the Charter of the Town of Abington.”
I am filing this special legislation on behalf of the Board of Selectmen of the Town of Abington.
This legislation ratifies the Town’s favorable majority vote to adopt a revised charter held at the Annual Town Election on April 30, 2016 by addressing a technical ambiguity contained in previously enacted legislation relative to the adopted charter amendments. That legislation makes reference to actions taken by the Town in calendar year 2017 which, in fact, took place during calendar year 2016. This bill would eliminate those calendar year references and, accordingly, any ambiguity or uncertainty that might otherwise arise.
I urge your early and favorable consideration of this bill.
Respectfully submitted
Charles D. Baker,
Governor
