An Act establishing open ballot primaries in the commonwealth.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. Notwithstanding any general or special law to the contrary, the commonwealth shall adopt an open ballot primary process for all state and federal primary elections. For the purposes of this section, "open ballot" shall mean the primary candidates for all political parties shall be listed on a single ballot, to be voted on by registered voters, regardless of party enrollment.
SECTION 2. This act shall take effect on January 1, 2018.
