An Act relative to waste removal plans for transfer stations.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1.  The definition of “Transfer station” in section 2 of chapter 21C of the General Laws, as appearing in the 2014 Official Edition, is hereby amended by inserting after the word “wastes”, the first time it appears, in line 57, the following words:- "or wastes."

SECTION 2.  Said section 2 of said chapter 21C is hereby further amended by adding the following definition:-

“Waste”, all solid or liquid waste materials, including but not limited to garbage, rubbish, and sludge, but not those materials defined as hazardous waste.

SECTION 3. Said chapter 21C is hereby further amended by inserting after section 12 the following section:-

Section 13. No permit application for a transfer station shall be approved by the executive office of energy and environmental affairs until such time as the applicant has prepared and submitted an environmental impact report and a waste removal plan and the secretary has reviewed and approved the report and waste removal plan for such transfer station.
