Resolve to study the financial impact of the nexus between the insurance industry and law enforcement.

 

Resolved, that a special commission is hereby established for the purpose of conducting an investigation and study of the nexus between law enforcement and the insurance industry. The commission shall specifically examine the level of cost savings achieved by the auto insurance industry as a result of the involvement of law enforcement in the following areas: traffic safety and enforcement, accident reconstruction, theft and vandalism, the investigation of insurance fraud, data sharing and administrative support. The commission shall consider the extent of the savings as it pertains to each individual policy holder, policy grouping, or individual insurance company. The commission shall also outline how industry cost savings have been handed down to consumers as a result of the partnership with law enforcement.

The commission shall conduct at least 2 public hearings.

The commission shall consist of the secretary of public safety and security, who shall serve as chair of the commission; the commissioner of insurance; house and senate chairs of the joint committee on financial services; house and senate chairs of the joint committee on public safety and homeland security; the colonel of state police or his designee; the executive director of the municipal police training committee, the executive director of the merit rating board, a representative from the Massachusetts Chiefs of Police Association, and 3 representatives from the insurance industry as selected by the commissioner of insurance.

The commission shall issue a report to the general court with the results of its investigation and study no later than July 1, 2017.
