A special commission is hereby established to examine the advisability and proposed mechanisms to allow vendors that provide human services pursuant to a contract with any agency within the executive office of health and human services to purchase health insurance from the group health insurance commission on behalf of their employees who are private sector human service workers.
The members of the commission shall consist of: 2 members of the senate, 1 of whom shall be appointed by the senate president and shall serve as co-chair, and 1 of whom shall be appointed by the minority leader of the senate; 2 members of the house of representatives, 1 of whom shall be appointed by the speaker of the house of representatives and shall serve as co-chair, and 1 of whom shall be appointed by the minority leader of the house of representatives; the secretary of health and human services or a designee; the secretary of administration and finance or a designee; the commissioner of the group insurance commission or a designee; the commissioner of the division of insurance or a designee; 1 representative from the Massachusetts Council of Human Service Providers; 1 representative from the Association of Behavioral Health; 1 representative from the Association of Developmental Disabilities Providers; 1 representative from Health Care For All; 1 representative from the Massachusetts Association of Health Plans; 1 representative from the Massachusetts Association for Health Underwriters; and 1 representative from SEIU Local 509.
The commission shall convene within 90 days of enactment of this act. The commission’s findings and recommendations, together with drafts of legislation or regulations necessary to carry those recommendations into effect, shall, no later than 12 months after the commission convenes, be filed with the clerks of the senate and house of representatives, the chairs of the senate and house committees on ways and means and the senate and house chairs of the joint committee on health care financing.
