An Act expanding juvenile court jurisdiction and district court diversion.

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1. Section 167 of chapter 6 of the General Laws, as appearing in the 2014 Official Edition, is hereby amended by striking out, in lines 38, 40 and 41, the figure “18” and inserting in place thereof the following figure:-21.

SECTION 2. Section 20 of chapter 31 of the General Laws, as so appearing, is hereby amended by striking out, in line 10, the figure “18” and inserting in place thereof the following figure:- 21.

SECTION 3. Section 24 of chapter 37 of the General Laws, as so appearing, is hereby amended by striking out, in line 14, the figure “18” and inserting in place thereof the following figure:- 21.

SECTION 4. Section 32H of chapter 94C, as so appearing, is hereby amended by striking out, in lines 33 and 34, the figure “18” and inserting in place thereof, in each instance, the following figure:- 21.

SECTION 5. Section 32M of chapter 94C of the General Laws, as so appearing, is hereby amended by striking out, in line 6, the word “eighteen” and inserting in place thereof the following figure:- 21.

SECTION 6. Section 36 of said chapter 94C, as so appearing, is hereby amended by striking out, in line 6, the word “eighteenth” and inserting in place thereof the following words:- twenty first.

SECTION 7. Section 52 of chapter 119 of the General Laws, as so appearing, is hereby amended by striking out in lines 5 and 15, the figure “18” and inserting in place thereof, in each instance, the following figure:- 21.

SECTION 8. Section 54 of said chapter 119, as so appearing, is hereby amended by striking out, in lines 2 and 21, the figure “18” and inserting in place thereof, in each instance, the following figure:- 21.

SECTION 9. Section 58 of said chapter 119, as so appearing, is hereby amended by striking out, in lines 9 and 26-27,  the word “eighteen” and inserting in place thereof the following words:- twenty one.

SECTION 10. Said section 58 of said chapter 119, as so appearing, is hereby further amended by striking out, in lines 11, 28, 73, 79, 97 and 99, the word “eighteenth” and inserting in place thereof the following words:- twenty first.

SECTION 11. Said section 58 of said chapter 119, as so appearing, is hereby further amended by striking out, in line 9 and 27, the word “nineteen” and inserting in place thereof the following word:- twenty.

SECTION 12. Said section 58 of said chapter 119, as so appearing, is hereby further amended by striking out, in line 12, 29 and 98, the word “nineteenth” and inserting in place thereof the following word:- twentieth.

SECTION 13. Said section 58 of said chapter 119, as so appearing, is hereby further amended by striking out, in lines 11 and 28, the figure “20” and inserting in place thereof the following figure:- 23.

SECTION 14. Section 60A of said chapter 119, as so appearing, is hereby amended by striking out, in line 17, the word “eighteenth” and inserting in place thereof the following words:- twenty first.

SECTION 15. Said section 60A of said chapter 119, as so appearing, is hereby further amended by striking out, in lines 20 and 22, the figure “18” and inserting in place thereof, in each instance, the following figure:- 21.

SECTION 16. Section 63A of said chapter 119, as so appearing, is hereby amended by striking out, in line 1, the figure “19” and inserting in place thereof the follow figure:- 22.

SECTION 17. Section 63A of said chapter 119, as so appearing, is hereby amended by striking out, in line 2, the figure “18” and inserting in place thereof the follow figure:- 21.

SECTION 18. Section 65 of said chapter 119, as so appearing is hereby amended by striking out, in line 2, the figure “18” and inserting in place thereof the following figure:- 21.

SECTION 19. Section 66 of said chapter 119, as so appearing, is hereby amended by striking out, in lines 3 and 5, the figure “18” and inserting in place thereof, in each instance, the following figure:- 21.

SECTION 20. Section 67 of said chapter 119, as so appearing, is hereby amended by striking out, in lines 2, 20, 21, 37 and 47, the figure “18” and inserting in place thereof the following figure:- 21.

SECTION 21. Section 68 of said chapter 119, as so appearing, is hereby amended by striking out, in lines 2, 34 and 52, the figure “18” and inserting in place thereof the following figure:- 21.

SECTION 22. Section 68A of said chapter 119, as so appearing, is hereby amended by striking out, in line 1, the figure “18” and inserting in place thereof the following figure:- 21.

SECTION 23. Section 70 of said chapter 119, as so appearing, is hereby amended by striking out, in line 2, the figure “18” and inserting in place thereof the following figure:- 21.

SECTION 24. Section 72 of said chapter 119, as so appearing, is hereby amended by striking out, in line 3, 10, 11, 13 and 18, the word “eighteenth” and inserting in place thereof the following words:- twenty first.

SECTION 25. Section 72 of said chapter 119, as so appearing, is hereby amended by striking out, in lines 11-12, the word “nineteenth” and inserting in place thereof the following words:- twenty second.

SECTION 26. Said section 72 of said chapter 119, as so appearing, is hereby further amended by striking out, in line 9, the word “twentieth” and inserting in place thereof the following words:- twenty first.

SECTION 27. Section 72A of said chapter 119, as so appearing, is hereby amended by striking out, in line 2, the word “eighteenth” and inserting in place thereof the following words:- twenty first.

SECTION 28. Section 72A of said chapter 119, as so appearing, is hereby amended by striking out, in lines 2-3, the word “nineteenth” and inserting in place thereof the following words:- twenty second.

SECTION 29. Section 72B of said chapter 119, as so appearing, is hereby amended by striking out, in lines 3 and 7, the word “eighteenth” and inserting in place thereof the following words:- twenty first.

SECTION 30. Said section 72B of said chapter 119, as so appearing, is hereby further amended by striking out, in lines 25 and 31, the word “eighteenth” and inserting in place thereof the following words:- twenty first.

SECTION 31. Section 74 of said chapter 119, as so appearing, is hereby amended by striking out, in line 3, the word “eighteenth” and inserting in place thereof the following words:- twenty first.

SECTION 32. Said section 74 of said chapter 119, as so appearing, is hereby further amended by striking out, in lines 10 and 14, the figure “18” and inserting in place thereof the following figure:- 21.

SECTION 33. Section 84 of said chapter 119, as so appearing, is hereby amended by striking out, in lines 12-13, the words “eighteen (or nineteen)” and inserting in place thereof the following words:- twenty one (or twenty two).

SECTION 34. Section 15 of chapter 120 of the General Laws, as so appearing, is hereby amended by striking out, in lines 3 and 4, the figure “18” and inserting in place thereof the following figure:- 21.

SECTION 35. Section 21 of said chapter 120, as so appearing, is hereby amended by striking out, in line 17, the figure “18” and inserting in place thereof the following figure:- 21.

SECTION 36. Section 13 of chapter 250 of the General Laws, as so appearing, is hereby amended by striking out, in line 3, the figure “18” and inserting in place thereof the following figure:- 21.

SECTION 37. Section 87 of chapter 276 of the General Laws, as so appearing, is hereby amended by striking out, in line 7, the figure “18”, and inserting in place thereof the following figure:- 21.

SECTION 38. Section 89A of chapter 276 of the General Laws, as so appearing, is hereby amended by striking out, in line 3, the figure “18” and inserting in place thereof the following figure:- 21.

SECTION 39. Section 2 of chapter 276A of the General Laws, as so appearing, is hereby amended by striking out, in lines 6 through 14, the following words:-

“and who has reached the age of 18 years but has not reached the age of twenty-two, who has not previously been convicted of a violation of any law of the commonwealth or of any other state or of the United States in any criminal court proceeding after having reached the age of 18 years, except for traffic violations for which no term of imprisonment may have been imposed, who does not have any outstanding warrants, continuances, appeals or criminal cases pending before any courts of the commonwealth or any other state or of the United States,”

SECTION 40. Section 6B of chapter 280 of the General Laws, as so appearing, is hereby amended by striking out, in line 3, the figure “18” and inserting in place thereof the following figure:- 21.
