An Act ensuring forensic service integrity.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

Section 1. Section 184A of Chapter 6 as appearing in the 2014 Official Edition is hereby amended by inserting at the end thereof the following:-

The board shall, beginning no later than September 1, 2017 and not less than each three years thereafter, initiate a comprehensive audit of any and all laboratories providing forensic service that are operated by or on behalf of the commonwealth through a written request to the Inspector General. Such request shall contain a description of the nature and scope of the audit, whose principal purpose shall be ensuring the accuracy and integrity of such forensic services.

Upon receiving such request the Inspector General shall, in collaboration with the state auditor, conduct such an audit within 12 months, provided that the Inspector General shall consult with the undersecretary of forensic sciences and the board, as necessary, to maximize the effectiveness and utility of the audit. The inspector general shall report the findings of the audit to the clerks of the house and senate, and to the board. The undersecretary shall review such findings, and include any recommendations based on such review to the board, provided that any legislative recommendations shall be reported to the joint committee on the judiciary.
