An Act to ensure greater transparency at the GIC.
Whereas, The deferred operation of this act would tend to defeat its purpose, which is to establish forthwith a requirement that the group insurance commission provide adequate notice to the legislature of its contractual dealings, therefore, it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. Section 3 of chapter 32A of the General Laws is hereby amended by adding the following sentence:- Notwithstanding any general or special law to the contrary, the commission shall not execute an agreement or contract for insurance coverage or a health plan under this chapter until 90 days after notice has been provided to the clerks of the senate and house of representatives.
SECTION 2. This act shall take effect upon its passage.
