An Act studying outpatient care costs.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

Notwithstanding any general or special law to the contrary, not later than December 31, 2019, the Health Policy Commission, in conjunction with the Center for Health Information and Analysis, shall conduct an analysis and issue a report on incentivizing access to high quality, cost effective outpatient care.  The study shall include, but not be limited to, (i) a breakdown of outpatient care providers, including but not limited to urgent care centers, limited service clinics, independent and hospital based or affiliated ambulatory surgery centers, and office based surgery centers; (ii) the charges of such facilities, including facility fees, if any; (iii) an analysis of the types of services offered; (iv) a comparison of cost and quality for the top 10 most common procedures performed in independent ambulatory surgery centers, and facilities owned or affiliated with academic medical centers and community hospitals; (v) the impact of low cost, high quality sites of service on access to care and overall health care costs. The report shall be made available electronically on the commission’s website, and shall be filed with the secretary of administration and finance, the secretary of health and human services, the clerks of the house of representatives and the senate, the house and senate committees on ways and means and the joint committee on health care financing.
