An Act to promote healthy sole community provider and critical access hospitals.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. There shall be within the executive office of health and human services a sole community provider working group focusing on the role sole community hospitals play in their rural service delivery areas in terms of access to affordable and quality of care. The working group shall be comprised of the director of medicaid or designee; a member from the health policy commission; a member from the center for health Information and analysis; 2 members of the house of representatives appointed by the speaker, 1 of whom shall be from Berkshire county and 1 of whom shall be from Barnstable County; and 2 members of the Senate appointed by the Senate president, 1 of whom shall be from Berkshire County and 1 of whom shall be from Barnstable County. Said working group shall focus on aging, poor and shrinking populations, high uninsured rates and a payer mix dominated by medicare and medicaid, economic challenges in the community, infrastructure challenges, payment delivery system models and the exclusion of sole community hospitals from special grants and other payments that many disproportionate care hospitals receive. Said working group shall file a report with the secretary of health and human services, the House and Senate committees on ways and means and the joint committee on health care financing no later than April 1, 2020.
