An Act authorizing military active duty members and retired veterans to transfer all college credits to higher education institutions in the Commonwealth.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

Chapter 69 of the General Laws is hereby amended by inserting after section 30A the following section:-

Section 30B. Every public and independent college, university or other institution of higher education in the commonwealth shall accept from any active member or veteran of the United States Armed Forces transferring to or enrolling in such college, university or other institution of higher education, all transfer credits from any accredited post-secondary institution or institution of higher education, accredited international post-secondary institution or institution of higher education, and college level examination program, provided that such credits were earned during said member or veteran’s service in the United States Armed Forces, and shall accept any military training or experience for credit as recommended by the American Council on Education, to be counted towards an undergraduate degree program.  Every college, university or other institution of higher education in the commonwealth shall establish a formal process to assist said active members and veterans with transferring credits as described herein, and applying transfer credits for which there is no equivalent discipline area to the concentration of the active member or veteran’s choice.  The board of higher education shall promulgate regulations as necessary to implement and enforce this section.
