An Act exempting human services nonprofits from EMAC.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

Section 189A of Chapter 149, as established by Chapter 63 of the Acts of 2017, is hereby amended at the end by inserting the following 2 paragraphs:

“The director of unemployment assistance shall develop a waiver to fully exempt community-based human services organizations holding purchase-of-service contracts with the Executive Office of Health and Human Services, Executive Office of Elder Affairs, Department of Early Education and Care and the Department of Housing and Community Development from paying the Employer Medical Assistance Contribution (EMAC) Supplement.”

“The above hardship waiver that is developed shall allow community-based human services organizations holding purchase-of-service contracts with the Executive Office of Health and Human Services, Executive Office of Elder Affairs, Department of Early Education and Care and the Department of Housing and Community Development to be fully exempt from making any payments under the EMAC Supplement.”
