There shall be a special commission established to investigate the effects of Massachusetts’s use of Medicaid expansion and the increase in overdose rates. The commission’s review shall include, but not be limited to, the following (i) current best practices surrounding the opioid crisis; (ii) the administration of Medicaid, and a study into the statistical differences between Medicaid expansion states and holdout states relative to the opioid crisis; and (iii) the increase in insurance rates and its relation to the change in drug overdose rates from 2000 to 2019.
The commission shall consist of 10 members: the secretary of health and human services, or a designee, who shall serve as the chair; the speaker of the house of representatives, or a designee; the senate president, or a designee; the minority leader of the house of representatives, or a designee; the minority leader of the senate, or a designee; a representative from the Massachusetts Association of Health Plans; a representative from the Massachusetts Technical Assistance Partnership for Prevention; a representative from the Massachusetts Medical Society; a representative from the Massachusetts Health Officers Association; and a representative from the Partners for a Healthier Community, Inc.
The commission shall submit its report and findings, along with any drafts of legislation, to the house and senate committees on ways and means, the joint committee on public health, and the clerks of the house of representatives and the senate within 180 days of the passage of this act.
