An Act relative to municipal water bills.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
Notwithstanding any general or special law to the contrary, municipalities shall issue water bills on a quarterly basis; provided, that each month included in the same quarter shall be in the same fiscal year; and provided, further that water usage shall only be billed at the rate established for the fiscal year when the water was used.
