An Act to advance health and well-being for all Massachusetts residents.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1 (a). Notwithstanding any special law to the contrary, the Secretaries of Labor and Workforce Development, Energy and Environmental Affairs, Housing and Economic Development, Education, Transportation, Health and Human Services, Public Safety and Security shall adopt a framework of health and well-being consistent with the definitions provided by the Centers for Disease Control and Prevention’s (CDC) Healthy People 2030 definitions and goals to advance health and well-being among all residents of Massachusetts. Each Secretariat shall develop a plan to measure well-being, well-being adjusted life years, and other measures recommended by the National Committee of Health and Vital Statistics.

(b). Each Secretariat shall use well-being measures to: (1) develop and implement plans that contribute to health and well-being in the state overall; (2) identify improvement needs and equity gaps relevant to the mission of their Executive Office and of the state overall; (3) guide assessments, decision making, evaluation of outcomes of programs and policies impacting health and well-being at the state level.

(c) Data, plans, and reports shall be provided annually to the house clerk and senate as well as the chairs and vice chairs of the Joint Committee on Public Health.

(d) Data, plans, and reports shall be shared with residents of the Commonwealth in a user-friendly format, including on each Secretariat’s website, in social media posts, and in local and state newspapers. Mechanisms for public dialogue will be included in dissemination plans.
