Not withstanding any law to the contrary, the Commonwealth of Massachusetts Prescription Monitoring Programs (MassPat 2015) shall require any person or persons prescribing any Schedule 2 through Schedule 5 drug to submit a daily report of theĀ issuance of the said prescriptions by any and all medical practioners for use by doctors, pharmacies, walk-in clinics, practitioners, and patients to track any Schedule 2 to Schedule 5 drug prescribed to an individual from the point of prescription to consumption as a mechanism for addressing the loophole in the Commonwealth's existing prescription monitoring system (M.G.L.c94C, The Controlled Substances Act). The mechanism seeks to set standards that expand the Commonwealth's prescription monitoring system to track the over-prescription of drugs by medical practitioners and to track such prescriptions to keep patients safe.
