An Act relative to the continuous skilled nursing program in the commonwealth.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

Section 1. MassHealth, through its home health care agency program, in accordance with 130 CMR 403, shall perform a biennial programmatic review of the Commonwealth’s continuous skilled nursing (CSN) program, serving medically complex children and adults. Said review shall be submitted as a report to the House and Senate Committees on Ways & Means and to the no later than December 31, of odd numbered years. Said report shall include: (a.) the total number of children and adults enrolled in the program, (b.) the total number of authorized hours for services in the program, (c.) the total number of hours serviced in the program, (d.) the total number of enrolled patients in the program whom were admitted at least one time in the last year to a hospital, and (e.) an analysis of the percentage change in average hourly earnings for all RNs and LPNs in the commonwealth over the two year period, provided further; that if the percentage of unfilled service hours exceeds twenty percent, the Office of Medicaid shall include in the report; a plan to reduce unfilled service hours.
