An Act relative to fair licensing.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
Section 131, Chapter 140 of the general laws is hereby amended by deleting (a) and replacing it with the following:-
(a) A Class A license shall entitle a holder thereof to purchase, rent, lease, borrow, possess and carry: (i) firearms, including large capacity firearms, and feeding devices and ammunition therefor, for all lawful purposes; and (ii) rifles and shotguns, including large capacity weapons, and feeding devices and ammunition therefor, for all lawful purposes.
Section 131, Chapter 140 of the general laws is hereby amended by deleting the first paragraph of (d) and replacing it with the following:-
(d) Any person residing or having a place of business within the jurisdiction of the licensing authority or any law enforcement officer employed by the licensing authority or any person residing in an area of exclusive federal jurisdiction located within a city or town may submit to the licensing authority or the colonel of state police, an application for a license to carry firearms, or renewal of the same, which the licensing authority or the colonel shall issue if the applicant is not a prohibited person as set forth in this section.
Section 47 of Chapter 284 of the Acts of 2014 is hereby further amended by deleting the section in its entirety and replacing it with the following:-
SECTION 47. Said section 131 of said chapter 140, as so appearing, is hereby further amended by striking out paragraph (a), and inserting in place thereof the following paragraph:-

Section 48 of Chapter 284 of the Acts of 2014 is hereby further amended by deleting the first paragraph of the section in its entirety and replacing it with the following:-
SECTION 48. Said section 131 of said chapter 140, as so appearing, is hereby further amended by striking out paragraph (d) and inserting in place thereof the following paragraph:-
