(a) Notwithstanding any general or special law to the contrary, there shall be established a special commission to investigate the results reporting of the National Grid Worcester Smart Meter Pilot Program established in Docket MA DPU 11-129, which ended December 31, 2018. The scope of the commission shall include, but shall not be limited to, calculating a complete and transparent accounting of all costs for the pilot program, including those costs incurred by the public for actions taken by the Department of Public Utilities and the Attorney General’s office; conducting an independent audit and investigation of the results reported by Navigant Consulting, including claimed cost and energy savings; and determining whether National Grid ratepayers should bear the costs for said Worcester National Grid Smart Meter Pilot Program.
(b) The commission shall report the results of its investigation and its recommendations by filing a public report with the Clerk of the Senate; the Clerk of the House of Representatives; The Joint Committee on Telecommunications, Utilities and Energy; the Office of the Governor; and the Department of Public Utilities no later than 6 months after the first meeting of the commission is convened.
(c) The commission shall conduct its first meeting no later than 90 days after the effective date of this act.
