Notwithstanding any general or special law to the contrary, the Massachusetts Department of Energy Resources (DOER) shall consult with the appropriate state government agencies in Connecticut, Maine, New Hampshire, Rhode Island and Vermont for the purpose of determining the feasibility of creating a multi-state offshore wind energy generation solicitation and procurement of up to 6,000 megawatts of aggregate nameplate capacity by December 31, 2035. By July 31, 2019, the department shall hold at least one (1) public hearing to consider the economic benefits a multi-state offshore wind energy generation solicitation and procurement of up to 6,000 megawatts of aggregate nameplate capacity.
