SECTION 1. The second paragraph of section 2 of chapter 465 of the acts of 1956, as amended by section 54 of chapter 46 of the acts of 2013, is hereby amended by striking out the first sentence and inserting in place thereof the following sentence:-
The Authority shall consist of 8 members; 6 of whom shall be appointed by the governor, 1 of whom shall be appointed by the Massachusetts Port Authority Community Advisory Committee in accordance with this act and according to the by-laws of said Committee, and 1 of whom shall be appointed by the mayor of the city of Boston in accordance with this act.
SECTION 2. The second paragraph of said section 2 of said chapter 465 of the acts of 1956, as so appearing, is hereby further amended by striking out the third sentence and inserting in place thereof the following sentence:-
Not more than five of such members shall be of the same political party, and shall include persons with extensive experience in the fields of engineering, finance and commerce, and shall include a bona fide representative of a national or international labor organization, free of communist influence or domination which organization shall have the nature of its interests and employment directly and continually related to the scope of the activity of the Authority.
SECTION 3. The second paragraph of said section 2 of said chapter 465 of the acts of 1956, as so appearing, is hereby further amended by striking out the seventh sentence and inserting in place thereof the following sentences:-
Each member of the Authority appointed by the governor or by the Massachusetts Port Authority Community Advisory Committee may be removed by the governor, with the advice and consent of the council, for misfeasance, malfeasance or willful neglect of duty but only after reasonable notice and a public hearing unless the same are in writing expressly waived. The member of the Authority appointed by the mayor of the city of Boston may be removed by the mayor of the city of Boston for cause.
SECTION 4. The fifth paragraph of section 2 of chapter 465 of the acts of 1956, as so appearing, is hereby further amended by striking out the first sentence and inserting in place thereof the following sentence:-
Five members of the Authority shall constitute a quorum and the affirmative vote of five members shall be necessary for any action taken by the Authority.
SECTION 5. This act shall take effect upon its passage.
