An Act  to promote safety, efficiency and accountability in transportation projects through public inspections.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1.  Notwithstanding any general or special law to the contrary, public employees shall carry out the construction inspection functions for all surface transportation projects receiving State or Federal funding.

In this Act, the following definitions apply:

CONSTRUCTION INSPECTION FUNCTIONS- The term "construction inspection functions" means construction engineering, contract administration, quality control inspection, material testing, and resident engineer and assistant resident engineer functions.

PUBLIC EMPLOYEE- The term "public employee" means an employee of a Federal, State, or local government.
