An Act establishing an auction or online transfer for low number registration plates in the Registry of Motor Vehicles.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

The registrar shall establish a low-number registration plate auction pilot program that shall be limited to not more than 25% of the low-number plates currently available. The registrar shall determine and publish online the eligibility requirements, procedures and schedules for any auction conducted pursuant to this section; provided, that the registrar shall promote the interests of broad public participation and fairness in establishing such eligibility requirements, procedures and schedule; provided further, that such auctions shall be scheduled periodically at reasonable intervals; and provided further, that all applicants shall be residents of the commonwealth with an active Massachusetts driver’s license and that applicant requests for a specific registration plate number shall not be honored.
