Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

Section 1:

The Massachusetts department of transportation and Massachusetts Bay Transportation Authority shall jointly conduct a study examining the manner in which elderly and disabled persons are deemed eligible for services, including but not limited to the RIDE and other paratransit services, and shall identify changes to the existing certification process that will reduce the burden on persons seeking certification or re-certification, including, without limitation, changes concerning the requirement to appear for an in-person interview with respect to any certification or re-certification.  The report and any proposed legislation shall be submitted to the Governor, the house and senate chairs of the joint committee on elder affairs, and the house and senate chairs of the joint committee on transportation not later than November 1, 2020.
