Wong and others for an investigation by a special commission (including members of the General Court) relative to traffic patterns as a result of the state Route 1 jughandle, so-called, in the city of Peabody.  Transportation.

An Act relative to the study of traffic on route one.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1. Section 1 of Chapter 90 of the General Laws, as appearing in the 2016 Official Edition, is hereby amended by adding the following definition:-

“Jughandle”, an intersection design in which turns by vehicular traffic are permitted only by the use of a deceleration lane which connects to the intersecting road or highway.

SECTION 2. Notwithstanding any other general or special laws to the contrary, there shall be a commission to study the traffic patterns as a result of the route 1 jughandle, located on the northbound side of the highway nearest to 71 Newbury Street in Peabody. The commission shall consist of 7 members: 2 members of the house of representatives, 1 of whom shall be appointed by the house minority leader; 2 members of the senate, 1 of whom shall be appointed by the senate minority leader; the secretary of the department of transportation or a designee; and 2 members to be appointed by the governor.

SECTION 3. The commission shall file its findings and recommendations with the chairs of the joint committee on transportation no more than six months following the passage of this bill.
