Chapter 6 of the General Laws is hereby amended by inserting after section 168C the following section:-
168D. Each public or private degree-granting post-secondary institution of higher education shall disclose in writing to any student or employee upon matriculation or employment and upon a student or employee reporting an incident of sexual assault, domestic violence, dating violence or stalking to the institution, that the student or employee has a right to utilize concurrently the institution’s process for investigating sexual assault, domestic violence, dating violence or stalking complaints and any external civil or criminal processes available to them. The institution shall post such written notice of rights in conspicuous locations across campus, including but not limited to the dormitory halls and restrooms.
If an institution is found to have violated this section, the institution shall be punished by a fine of not less than $25,000 for each such violation.
