Chapter 71 of the General Laws is hereby amended by adding the following section:-
Section 98. (a) As used in this section, “temporary door locking device” shall mean a lock, tool or other device that an average person is capable of installing and removing in 60 seconds or less that is designed for the purpose of locking a door upon installation.
(b) Notwithstanding any general or special law to the contrary, the school committee of any city, town or regional school district or the board of trustees of a charter school may, by vote of said school committee or board, allow temporary door locking devices to be maintained and utilized in classrooms and school buildings under the jurisdiction of that school district or board.
