An Act financing an emergency supplemental affordable housing bond.

 

Whereas, The deferred operation of this act would tend to defeat its purpose, which is to authorize forthwith the municipal financing of the production and preservation of housing for low and moderate income citizens of the commonwealth, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.
 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1. Section 2 of chapter 99 of the acts of 2018 is hereby amended by inserting after Item 7004 – 0060 the following item: –

7004-0062 For state financial assistance in the form of grants or loans to cities and towns throughout the commonwealth for the preservation and production of income restricted housing affordable to households at or below 80 per cent of median income; provided however, that not less than $250,000,000 shall be distributed to public housing authorities established pursuant to section 3 of chapter 121B ……………………………….$1,000,000,000

SECTION 2. Section 29 of said chapter 99 is hereby amended by striking out the figure “$1,800,000,000” and inserting in place thereof the following figure:- $2,800,000,000.

SECTION 3. Notwithstanding any general or special law to the contrary, any project of construction and development activity pursuant to section 2 shall be deemed to be a public work under section 26 of chapter 149 of the General Laws and shall be subject to all laws, rules and regulations related to the payment of wages at rates set by the director of the department of labor standards pursuant to said chapter 149.
