An Act relative to police career pay incentives.

 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

There shall hereby be established a special legislative commission pursuant to section 2A of chapter 4 of the General Laws to study police career pay incentives. The commission shall consist of 13 members; 1 of whom shall be the house chair of the joint committee on public service, who shall serve as a co-chair of the commission; 1 of whom shall be the senate chair of the joint committee on public service, who shall serve as co-chair of the commission; 2 of whom shall be members of the house of representatives, 1 of whom shall be appointed by the speaker of the house, and 1 of whom shall be appointed by the minority leader of the house; 2 of whom shall be a members of the senate, 1 of whom shall be appointed by the senate president, and 1 of whom shall be appointed by the senate minority leader; the attorney general or a designee; the secretary of public safety or a designee, the colonel of the state police or a designee, the executive director of the municipal police training committee, or a designee; and 3 persons to be appointed by the governor; 1 of whom shall be an active or retired member of a municipal police department of the commonwealth, 1 of whom shall be a person with experience in the field of higher education, particularly pertaining to criminal justice and law enforcement; and one of whom shall be a municipal police chief.

The study shall include, but shall not be limited to: (i) the current state of police career pay incentives; (ii) how many municipal police departments participate in the police career incentive pay program pursuant to section 108L of chapter 41 and how the participating municipalities are implementing the program; (iii) how municipalities have responded to the change in state funding under said section 108L of said chapter 41; and (iv) potential improvements or changes to the police career incentive pay program.

The commission shall report its findings, together with any drafts of proposed legislation, to the clerks of the house of representatives and the senate and the joint committee on public service not later than 1 year after the effective date of this act.
