To the Honorable Senate and House of Representatives,
Pursuant to the provisions of Article II, Section 8, Paragraph 1, Clause (2) of the Amendments to the Constitution, as appearing in Article LXXXIX of said Amendments, I am filing for your consideration the attached legislation entitled “An Act Validating Actions Taken at an Annual Town Meeting in the Town of Berlin.”
I am filing this special legislation at the request of the Berlin Select Board.
The legislation ratifies all acts, proceedings, and votes taken by the Town of Berlin at its annual Town Meeting held on May 6, and May 7, 2019. The ratification serves to address any question that might arise as a result of a minor delay in the delivery of warrant materials to some households in advance of the Town Meeting.

An Act validating actions taken at an annual town meeting in the town of Berlin.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. Notwithstanding section 10 of chapter 39 of the General Laws or any other general or special law or town by-law provision to the contrary, all acts, proceedings and votes taken by the town of Berlin at its 2019 annual town meeting held on May 6, 2019 and May 7, 2019 and all actions taken pursuant thereto are hereby ratified, validated and confirmed to the same extent as if the warrant for that meeting had been delivered or mailed to each voting household in the Town at least 5 days before the meeting as required by Town by-law.
SECTION 2. This act shall take effect upon its passage.
