To the Honorable Senate and House of Representatives,
Pursuant to Part the Second, Chapter I, Section I, Article II of the Constitution of the Commonwealth of Massachusetts, I am returning unsigned House Bill No. 3684, “An Act Establishing a Sick Leave Bank for Patricia Harrison, an Employee of the Department of Developmental Services.”
When Commonwealth employees exhaust their sick leave because of debilitating illnesses, the General Court from time to time permits the establishment of a sick leave bank to support our dedicated public servants in their time of need. Under this bill, an employee sick leave bank would be created for Patricia Harrison, an employee of the Department of Developmental Services. We have learned that, however, that since this legislation was filed, Ms. Harrison has died. Accordingly, and unfortunately, this legislation is no longer necessary.
For this reason, I am returning House Bill No. 3684 unsigned.
