Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

SECTION 1. Section 19 of Chapter 23K of the General Laws, as appearing in the 2018 Official Edition, is hereby amended by inserting at the end of the first sentence the following:-

"; provided, however, that the Commission shall have the discretionary authority to issue a category 2 license in Region C instead of a category 1 license, but not both, should the Commission determine that a category 2 license would better accomplish the Legislature's objectives as established in St. 2011, c. 194, notwithstanding the provisions of G.L. c. 23K §20 or any other general or special law to the contrary."
