By Ms. Decker of Cambridge, a petition (subject to Joint Rule 12) of Marjorie C. Decker and others relative to relief payments for recipients of the transitional aid to families with dependent children and emergency aid to the elderly, disabled and children programs within the Department of Transitional Assistance.  Children, Families and Persons with Disabilities.

An Act to provide short-term relief for families in deep poverty.

 

Whereas, The deferred operation of this act would tend to defeat its purpose, which is to make supplemental appropriations for fiscal year 2020 in order to provide prompt relief to families, elders and persons with disabilities struggling to meet unanticipated expenditures and loss of income due to the COVID-19 pandemic, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public health.
 

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
 

SECTION 1. To provide for supplementing certain items in the general appropriation act and other appropriation acts for fiscal year 2020, the sums set forth in section 2 are hereby appropriated from the General Fund for the several purposes and subject to the conditions specified in this act and subject to the laws regulating the disbursement of public funds for the fiscal year ending June 30, 2020. These sums shall be in addition to any amounts previously appropriated and made available for the purposes of those items. These sums shall be made available until June 30, 2020.

Department of Transitional Assistance

Transitional Aid to Families with Dependent Children Relief Payment

4403-2001 For the cost of providing a one-time benefit equal to the standard of need for the household size for all households receiving benefits funded by item 4403-2000 as of the effective date of this act $17,000,000.

Emergency Aid to the Elderly, Disabled and Children Relief Payment

4408-1002 For the cost of providing a one-time benefit equal to the standard of need for the household size for all households receiving benefits funded by item 4008-1000 as of the effective date of this act $6,000,000.
